National Ethics Capability Committee
The National Ethics Capability Committee (NECC) was established in July 2014, with representatives from the various professional boards and councils, the national medical ethics committee, professional associations and medical schools. Prof K Satkunantham chairs it, with Prof Alastair Campbell and A/Prof Jacqueline Chin as vice-chairman and honorary secretary, respectively. Ms Sumytra Menon is the Project Manager. The Ministry of Health (MOH) funds the NECC.
The goals of the NECC are to design ethics competency frameworks for registered healthcare professionals, establish an implementation plan for the ethics competency framework, and to design sustainable training programmes for clinical trainers and supervisors in healthcare institutions. The NECC will also identify the ethics competency needs, and establish a sustainable training programme, for members of hospital ethics committees, transplants ethics committees, institutional review boards (for human biomedical research) and other ethics review committees and bodies that are set up arising from requirements put in place by MOH.
